Waterford Council will be down 700 thousand euros for 2018's budget.
The Council will spend one hundred and twenty one million next year. That's an increase in expenditure of three million euro.
Fianna Fáil's Michael J O'Ryan queried the unexpected shortfall.
Council CEO Michael Walsh says the gap can be partly put down to rising insurance costs.
