The Mayor of Waterford city says raising the price of alcohol would have a negative impact for both social drinkers as well as those who suffer from alcoholism.
The comments were made during a debate on a motion which called for the councillors to back the 'Support Your Local' campaign calling for an alcohol tax cut.
The motion is to be reworded ahead of the Council's next meeting.
Independent councillor Joe Conway believes raising the price of alcohol would be a benefit.
However City Mayor Sein Reinhardt feels raising the cost of alcohol will not turn people away from drinking.
