The Deputy Mayor of the Waterford Metropolitan Council says elderly people were terrorised in Tramore during the recent Halloween celebrations.
Councillor Joe Conway says a plan needs to be put in place with Gardai to prevent the anti social behaviour that occurred.
He says there was widespread use of fireworks, fires, criminal damage, intimidation and antisocial behaviour.
He says one couple in the their nineties had about fifty youths outside their house for the better part of an hour.
The Tramore Councillor said some parts of the town were no-go areas and the issue needs to be addressed to prevent the same happening in the future.
