Fianna Fail describe the launch of the National Development Plan as a cynical measure.

Waterford Fianna Fail TD Mary Butler says the devil is in the detail in the Government's National Planning Framework proposal.

Waterford is expected to be the first county to draw down funding of 60 million euro for the redevelopment of the North Quays

It will pave the way for the 300 million euro Fawaz Alhokair into that project and the Michael Street Shopping Centre to begin within the next year.

The government has also announced capital spending to support the start-up for technological universities with a particular mention of a TU for the South East

Mary Butler told WLR's Maria McCann that other plans have been launched in the past which were not delivered on.

She says Waterford needs to be ambitious to ensure it can take it's place as the economic hub of the South East.

Meanwhile the Fianna Fáil leader's described the launch of the National Development Plan as a "cynical measure".

Michael Martin has questioned the Government's motive behind the launch.
