The Minister for Social Protection has commissioned a review into why people in receipt of illness benefit did not receive payments in recent weeks.
Thousands of people were left without their payment or did not receive the correct amount.
Here in Waterford recipients expressed frustration about having to queue at the Department's Office on the Cork Road to speak to someone over the phone about their case.
Waterford Fianna Fail TD Mary Butler raised the issue in the Dail
She said the delays have caused upset and stress to many people who depend on these payments on a weekly basis.
Minister Regina Doherty says a new IT system was to blame and following remedial action in the last few days, payment levels have
returned to normal.
She says all outstanding payments were settled this week, but there are a number of people still awaiting arrears from previous weeks.
However the Minister says she's not happy with their communications over the last couple of weeks.
