Planning permission has been sought for 94 apartments as well as a floor level car park and three ground floor commerical units.
It comes as figures reveal that over a quarter of a million people visited the Waterford Greenway in the first 10 months of 2017.
Chair of the Dungarvan and West Waterford Chamber, Jenny Beresford, says it's a welcome development.
"There are points in the summer when there is an accommodation shortage," she says, "having opportunities like this, where we can offer more as regards the package Dungarvan offers is fantastic for us."
