Road conditions remain treacherous, with a meeting of the National Emergency Co-ordination Group underway.
Waterford Council's outdoor crews are continuing to clear national primary routes.
The N25 is passable throughout the county but extreme caution is needed.
Crews are currently clearing the N72 and maintaining clearance on the city access routes, The Quay and the Outer and Inner Ring Roads.
As soon as the national routes are passable, priority will then be given to regional roads for access to Waterford's larger towns.
